Will this setup allow me to control common cathode LEDs w/ a TLC5940?

Well basically you are just shunting the current through the chip and then when it is not conducting allowing it to flow through the LED.
The result of this will be:-
1) You have no current control from the TLC5940 and the current is supplied through 10K resistors, those are going to be dim LEDs.
2) Because you invert the control signal you will never be able to turn off the LEDs. This is because in normal operation the LEDs are never fully on. You don't notice this when the LED is bright but you do when it is supposed to be off.
