1.8.13 Board Manager completely blank

I've installed Arduino 1.8.13 from the arduino.cc tarball on two different computers, both of which are running up to date Devuan Linux 3 (Beowulf). On both of these systems the board manager window remains completely blank after download activity stops.

Yes, I've tried deleting ~/.arduino15/ and re-installing Ardunio.

If you open /home/steve/.arduino15/package_index.json in a text editor, does it look the same as this?:
https://downloads.arduino.cc/packages/package_index.json
