1.8x will not install

I had 1.8.10 installed.
I tried to install the 1.8.13
I got this message:

Hit ok nothing happens.
Hit cancel it cancels.
So I deleted the arduino directory.
Same message.
So I deleted every arduino entry I could find in the registry.
Same message.
Deleted every version of arduino that I had except the one I was installing.
Same message.
tried xx.12 same message.
tried xx.10 same message
Same message, same problem.

Need a work around, never had this problem upgrading to xx.10 so I dont know what to do next?

For a complete uninstall
1)
You should never delete from c:\Program Files (x86); use control panel -> programs and features
2)
Did you also delete C:\Users\yourUserName\AppData\Local\Arduino15 ?

Work around:
You can install the IDE in portable mode; see e.g. https://www.arduino.cc/en/Guide/PortableIDE
