Powering the transmitter with 12 v is fine if it was designed for it. Just check the serial data specs if that is all that is connected to Arduino is RX TX and a common ground. The data most likely will be ok if anything the transmitter may be 3.3 v input so the best thing is to google the transmitter and find its Rx Tx specs.
