12v relay wont go low

i have a 12v relay i am trying to use to control a wheel chair motor it will turn on the motor but it wont turn it off. i am using this diagram: but i am using a 1k ohm resistor because with the 10k ohm it did nothing.

Your subject refers to the relay but my hunch is that you really meant the npn transistor wont shut off completely. Using a pull-down resistor on the NPN's base should shut it off. If you are using a 1K to connect it to microcontroller pin, a 5-10k resistor connected between base and ground should do the trick.

It sound to me that you have a leaky transistor, or you have used a power transistor when a smaller one would have been more appropriate. What type of transistor is it?
