I am new to this forum and arduino - so please go easy with me 
im looking to create a reset relay that can handle 240v (UK) mains loads.
I would like to reboot my satellite box automatically using a 'no/nc' output from a 3rd party unit.
When the 3rd party unit outputs its signal i would like the arduino unit to sense this, turn power off, delay 10 seconds, turn power back on.
any help with equipment and programming would be awesome.

What are the electrical properties of the signal coming from the "3rd party unit" ?

He says it's a 'no/nc' output, which I take it to mean a relay contact or switch contact.
I'd suggest an arduino + some sort of remote controlled socket product (either rf or ir) this avoids any concerns associated with mains voltages.
