12v tension regulator

Hi, I need some help to build a tension regulator for 12v 6a exit.
I have a solar panel that generates up to 24v, I want to connect to a 12v car battery and integrate with an Arduino project for light control.

The Arduino turn on some lights according the time and/or sun light. This part of the project is ok!

I need some help to build a circuit that regulates the tension from the solar panel (generates up to 24v 6a) to charge the car battery (12v 50a) and feeds the Arduino (5v).

LED lights... I adapted a car headlight with a 12v led light.

My main trouble is regulating the solar panel exit for constant 12v and charge the car battery.

Car batteries need at least 14.2V to charge, and the charger needs to sense battery states and switch between charging modes.

Buy a proper solar battery charger, like this one.
