1950’s western electric telephone

Brothers. I pulled out the bells from an old 1950’s western electric telephone. I mistakenly threw out the “network” part of it.

So what I’m looking for is some feedback on where to get or how to make: 110v to 70v 20hz converter for the ringer. It will ring with 110v 60hz but I’m told this is not the safe way to do it.
