If not, can anyone suggest a good controller for this motor (preferably under $100) that supports braking and reverse?

if you reduce the voltage the current will go down not up
so it will be approx 20A at 36 volts
still too much for a 10 A controller
any attempt to use two in parallel will release large quantities of magic smoke at great speed
do not try this at home (or anywhere else)
Google electric scooter parts for high current motor controllers. It may be possible to parallel MOSFET based H-bridges.

Siemens/Infineon power mosfet is my favor. But it only stayes with power logic mosfet, other type power mosfet, i.e. Audio, RF, high voltage... is different story.
