I'd say you have "garbage" laying around. Uninstall the IDE. If you open up Windows file manager and when in your home directory choose view hidden files there would be
.arduino15 and
.arduinoIDE
Afaik neither of those contains any of your work, so you can delete them, well, move them to trash for retrieval later just in case 
Then install the IDE and the board packages.
