Hello;
I am new in this field i need a simple single LED flasher/Solid circuit that accepts 3 types of input signal from a lithium charge controller ic circuit
Case 1:when no signal (below 2v) Green LED should remain off
Cas2:When positive -5v to gnd Green LED should flash at 2 sec rate
Case : when and other is +5v to gnd green LED glow solid on.
I have attached the charge controller circuit as well.

You have posted in the wrong part of the forum. You should have posted this in the "Gigs and Collaborations" section, and also stated how much you are willing to pay someone to do this for you. You should also explain this below, because it makes no sense:
