20 x 4 display only shows solid bars on rows 1 and 3

OK i found the pin connections to a 4 pin 20 x 4 display, but when connected and running a simple sketch i get solid bars on rows 1 and 3.

Someone else had this issue and found it was a loose wire--not my case
