I would want to build a mechanism/circuit that would give a 1 if any current is been drawn on a 220V AC line and 0 if no current is been drawn. It doesn't matter the amount of current that is been drawn. All I need to know if the load is turned on or off. The load can be in the range of 3W to 100W @5A current.

3W is 13mA, 100W is 450mA. So where does 5A come in?
