What sort of control? On and off? Use a SSR.
Whether or not you can control the speed of an AC motor, inexpensively, depends heavily on the motor. You need to be precise as to what you're using.
For speed control on Ac motors, you can use TRIAC and zero-cross detector.

because i need lower fan speeds, e.g. 0...1....2....3
0 = off
1 = low speed
2 = moderate speed
3 = hight speed

That board leaves the Arduino to handle the delay between the zero crossing and the triac firing.
You are better with a device that you simply feed with a PWM signal.
