That's twisted pairs by the look of it, of no benefit for breadboarding. It's also 100 feet, I've not used half that much in 30 years 
I've used packs like this in the past
22G guage and that's OK but a bit heavy at times so you could go down to 24. 26 may be too light but that's probably OK as well.
