I have a 24VDC supply which needs to be lowered in my sub-circuit to 5VDC to power my Arduino and Quadrature encoder? What is the "standard" (if any) way of accomplishing this?
Switching DC/DC stepdown (buck) converters are preferred over linear regulation with that much drop.
Pololu has a whole range, with proper specs.
This one might be ok.
Plenty of <$1 clones with free shipping on ebay.

There are lots of ready made modules like this on ebay.
Or.. you can also design your own.
I ve been using the mc34063 switching IC and there are lots of design tools on line.
