Your fritzing wiring is not complete. It is missing GND connections, and power & Gnd are not shown coming in. Reset switch might need turning 90 degrees, use a multimeter & confirm what is open & connected on it.
Your board is hosed - looks like that would be the view looking thru the board to the bottom of the chip?
