4 digit 7 segment lcd using 4543 drivers

How can i connect to a 4 digit 7 segment lcd using 4543 drivers and a 4060 for producing a 32Hz backplane frequency. The lcd circuitry is already up and running ok when connected to a bcd switch. When connected to the Arduino I want to feed 2 drivers from the same binary code and 2 outputs to turn on the 2 drivers in turn. The other 2 digits not yet planned. I intend to build a simple counting circuit say up to 25 then resets count back to zero. I have already developed a single digit counter using a 7 segment LED.

That's a lot of pins - you have to drive an individual segment high with COM connected to GND to turn the segment "on"? I'd go with 4 shift registers supplied with 4 SPI transfers:

digitalWrite (ssPin, LOW);
SPI.transfer(digit1data);
SPI.transfer(digit2data);
SPI.transfer(digit3data);
SPI.transfer(digit4data);
digitalWrite (ssPIN, HIGH);

Have an array to look up the font for a number:
