do you deem it possible to connect 4 soil humidity sensors, 4 temperature and humidity sensors and 4 pumps to the same arduino uno rev 3 microcontroller given that you use a soldered breadboard?

Depends but yes. 4 Temperature and Humidity can be done using 4 DHT 12 or DHT 22 Temperature & Humidity sensors over I2C using 4 addresses. I am guessing since you did not explain the objective that four digital outputs can turn your 4 pumps On/Off based on sensor readings and I have no idea what soil humidity sensors you plan to use? However assuming they have an analog signal out proportional to soil moisture you have 4 analog inputs available of the six on the board. You also never mentioned to what uncertainty (accuracy) you want to measure temperature and humidity?

Yes, that's possible. Of course I do assume you have the appropriate driver hardware and power supply for the pumps.
