First of all, how can I interface with it? Second thing, 4 Mb is more then 1.3 Mpx camera needs. Can I store the image on this memory and do the image processing on the arduino? Even if the picture rate is 5 picture per second.

1 picture every minute or so then maybe... It would be extremely difficult though.
This is probably the wrong type of microcontroller for your purposes.
