When the LED is off you should expect 5V at the input pin because there should be no current but yeah, when it is on, the voltage at the input pin will be dependent on the current.
If the transistor isn't saturated it will be limiting the current too much which could be the reason for you seeing 1.2V across the transistor when it should be closer to 0.5V.
