Again not correct. If the AVR chip is powered (by whatever means avalible) so is the FTDI chip, and the 3.3vdc regulator is internal inside the FTDI chip, so 3.3vdc is also avalible. However be cautious using 3.3vdc for and circuitry you add as it's limited to around 40 ma and can destroy the FTDI chip if you attempt to draw too much 3.3v current.
