5v Input to modified output

I need a code to do this SAFC II 1995 eclipse - YouTube
You tell which rpm,throttle position sensor % and how much % will correct from the input and it modify the output .
Details :
The signal i want to modify is air flow meter(or maf)
Need to have 0 to 10000rpm in 500rpm increments
Need to have 5 tps referece example 0-5% ,6-25%,26-50%,51-75%,76-100%
Then to specify :
Tps 500rpm 1000rpm 1500rpm 2000rpm ........... 10,000rpm
0-5% -10% -15% -9% +3% +25%
6-25% ??% ??% ??% ??% ??%
26-50% ??% ??% ??% ??% ??%
51-75% ??% ??% ??% ??% ??%
76-100% ??% ??% ??% ??% ??%

So, this signal you want to modify - is it a voltage between 0 and 5v? How will the arduino be receiving the rpm? An interrupt each revolution? How will it be receiving the throttle position? A voltage between 0 and 5v? Some sort of rotary encoder?

The main concern of a sketch that does what you are asking will be reading these signals - the actual calculation isn't particularly difficult.
