can arduino be connected with such device as it provides 3.3V only, or I can use the IOREF pin from arduino to provide my h-bridge a logic voltage of 5V.

IOREF-This pin on the Arduino board provides the voltage reference with which the microcontroller operates. A properly configured shield can read the IOREF pin voltage and select the appropriate power source or enable voltage translators on the outputs for working with the 5V or 3.3V.

What arduino do you have? If it is pro mini 3v3, you clearly cannot use the h bridge.
