5V pin only outputting 4.67V

My Arduino R4 Wifi is only outputting 4.67V in the 5V pin when I have it powered via usb.

When I power it using VIN pin, the 5V outputs 4.97V (basically 5V) but when I power it with the usb it only provides around 4.67V, is that normal? I have no load on the arduino and it has an empty sketch loaded.

Welcome to the forum.
That is typical, the 4.67V is the USB 5V supply to the 5V line via a protection diode.

The diode causes the drop you are measuring.
Your 5V USB may not be exactly 5V either.

When you supply Vin, the onboard supply provides the 5V needed.
