i want to reduce my voltage from 5v to 3.3v can you suggest a acip?
another question;
is 74HC245 can be used a voltage reducer and how?

No, the HC family isn't useful for level shifting, its inputs and outputs operate
at the same voltage.
However the LCX familly can reduce from 5 to 3.3V. The LCX family run at 1.8 to 3.3V, and
have 5V tolerant inputs (but double check the datasheet). Alas its a recent logic family and
to my knowledge only available as surface mount.
Resistive divider can be used to level shift down, of course, and you'll find other
ways if you search these forums.
Incidentally if you want to shift from 3.3 to 5V, then the HCT family is the one to choose,
it only runs at 5V, but the inputs are designed with thresholds of 0.8 and 2.4V.
The simplest most general way to level shift is to choose open-collector or open-drain
outputs, then most voltages can drive most other voltages (check those datasheets about
limits).
