I really cannot answer that question as asked because I do not know your skills or resources. If you are asking can it be done, yes it can. Why not make a schematic, not a frizzy picture of your preliminary design with a start on the software. From that point we should be able to get you going. There are several posts with variations of your requirements posted but I did not see any that do exactly what you want.
