How Can I connect 2 Arduino uno boards together and implement 7 segment like when 1st Arduino starts counting from 0 and reach 9 the 2nd arduino must be started from 0 to 9 and when 2nd Arduino reached to 9 then First arduino descends from 9 to 0?
Why do you think you need two boards? The described behavior could easily be done on a single board.
Actually this is for my university presentation, conditions is given by university.
Ah, so the counters are sort of immaterial. This is more an exercise in inter-processor communication. There are several possibilities. Serial, I2C, SPI, simple digital pins - are there any other requirements?
Then what? It stops?

The Least significant digit counter generates two rollover signals - to increment or decrement the ‘tens’ counter..

One counter does everything, and the second board simply displays the second digit.
