What do you want to do with it?
You simply connect one of the inputs, that is pins 2, 5, 9 or 12 to the arduino output pin of your choice.
Then pin 1, 2, 10 or 13 controls if the output is in a high impedance tri state mode, low for tri state, high for active.
Then connect the output pin 3, 6, 8 or 11 to what ever you want to drive.
