7S Display clock without need of an arduino board?

Hey guys i've been googling this for a while without luck.
It is possible to make a clock like this without need to use arduino in a permanent way?
Maybe using the board just to load the logic into the IC?
I don't even know where to start, if someone has some reading about this will really appreciate it.

Yes you can build a standalone circuit using the microcontroller - search for "bare-bones"
or "standalone" arduino designs.
