I found the relevant description in the official documentation of Arduino Uno R4 Wifi that it supports bluetooth connection, but why I can't find it in the bluetooth device list.

That's BLE.
As for 'Classic BT', this should work if the UnoR4 WiFi has that functionality. (I don't have one of these, but my ESP32's have 'Classic BT'.)
