A remotely viewable/moveable Webcam/Laser pointer

Hey guys! New to your forum. Must say, its quite excellent! So i have been looking at Arduino for a long time and have reeeeally wanted to pick up an Uno at my local radio shack so i could start tinkering around. This will be my first dive in to this type of project, however i am fairly well versed in hacking in general. Very tech savvy. So, heres what i want to do.

I would like to mount a webcam that move 360 with up/down tilt in the corner of my ceiling with a laser pointer that can be turned on and off attached, and i want to be able to view this on my smartphone from wherever i am. I want to be able to look in on my apartment when im working late nights at work, and i would love to be able to play chase the laser pointer with my kitties while i'm away. I think it would be hilarious. So, my question to you all...Where do i begin? Would an UNO be a good board for this? Is this waaaaay too advanced for a noob? I am pretty confident with some work i can write the android program or modify an existing apk to just have an on/off function for the laser. There are several remote webcam viewer apps available already. So, what do you guys think? And, can anyone give me a list of components i will be needing, from top to bottom? Mind you, i have NOTHING right now, except some basic hand tools like screwdrivers. Thanks for your help in advance!

So what's wrong with that picture? :) Anyhow, you can check and see if you can see/control the below web cam with your smart phone.
