About designing a pv system feeding a dc pump using a buck converter

I am making a PV system feeding a dc pump through a buck converter. the pwm is sent through Arduino kit.
I would like to use a dc dc converter as in this linkhttp://ram-e-shop.com/oscmax/catalog/product_info.php?cPath=261&products_id=3642.

my question is :

Does this circuit can receive a pwm signal from arduino kit. and if yes how to connect this signal ?
I read its data sheet and it is said that it has fixed pwm frequency and an oscillator ?

NO, that circuit is a conventional buck converter which does use PWM to regulate the output, but its internal and not suitable for being driven by an external source.
You could possibly replace the variable resistor with a digital pot.
