The voltage output of the sensor seems to be 1.2 to 2.3 volts. The little triangle in the diagram is probably an analog 'comparator' that will output a HIGH (5v) when the input is above 1.75v and a LOW (0v) when the input is below 1.75v. That will make a clean signal that the Arduino can read.
Someone has probably written an Arduino library for using the Counter/Timer features of the ATmega chip to count pulses.
An alternative would be to use an interrupt pin and have the interrupt service routine increment a counter.
I thing 5,000 pulses per second (5kHz) will be well within the capability of the Arduino.

it looks like this undertaking wouldn't be too hard. i interfaced to my cars tachometer pretty easily with a comparator and not much more. the code basically consists of an interrupt that is triggered by a rising pulse and a counter that goes on in the main loop. when the counter is done it reads how many times the interrupt triggered, then resets it and starts again. though if you didnt have access to an oscilloscope i could see how this would get really hard really fast.
