is it possible to switch lights softly (fade on/fade off) without Arduino? ( arduino will be used with simple relay)

Yes.

A relay is only ON/OFF so I don't think you will be able to fade using it.

You ask if it's possible to fade the lights without the arduino, using a dimmer switch I assume, to which the the answer is yes. But if you mean to ask something else, your question is confusing. You may want to elaborate.
