Wtf were thinking the guys that did this? I mean he could have left this option to jump directly to the set speed, but in most cases you want it to be smooth 
Steppers are primarily used because of their precise positioning capability, and stepper libraries concentrate on this aspect.
Speed control is really a secondary function, so most libraries have speed as an additional "bonus" function.
