what is the difference between active and passive antenna and which one is the best?
All I can tell you is that an active antenna has some electronics components and a passive one does not.
Which is better? Good question. You would think the active one would perform better but that doesn't mean a passive one is not worth using.
I'd like to know more about the pros and cons of each.
I'm building the tracking devices and as we know that in moving vehicles its possible to have fluctuations in the GPS values, hance difficult wired antennas also PCB/onboard antenna(ant) is only available in passive antenna range so just let us know a good onboard active antenna or can I convert this passive ant into active ant

a passive antenna is an antenna
an active antenna is a passive antenna with a preamplifier built in. the preamplifier boosts the signal to compensate for the anticipated losses in the long puny antenna wire. IF! the module it is connected to has a way to power the preamplifier
if the antenna is so far from the transmitter that the signal is noisy, the active antenna amplifies both the signal and the noise.
a better passive antenna and a fat coax is how an RF guy would solve the problem of a long cable run.
plus the correct coax cable type and as short as possible.
Most important! You CANNOT transmit into an active antenna without relays to switch around the active part.
