AD8400 with Arduino UNO Connection and Interface Issue

I am experimenting with an Arduino UNO connected to an AD8400 digital potentiometer. Needless to say, even getting these tiny chips mounted in a way that makes them workable is enough of a challenge (discussed at How are any of you wiring up an AD8400 to work with an Arduino UNO?). But now that I have one hooked up, why is the clock signal not even firing? I had a poorly connect AD8400 and the clock (pin 13) would at least flicker dimly, indicating it was trying to send some data, but now I get nothing. Does anyone have any suggestions as to what I can check or where to look? The SPI code seems sound, having reviewed several posts in here. I'm sure it's hardware issue (maybe not?). I am breadboarding this for now and I have checked for shorts on the chip mount.

welcome I have lots of ideas but no clue if they are valid as I cannot see what you have and the schematic so so blurry I cannot read it.

Sometimes the most complex problems are the simplest to solve... turns out I had a break in my supply voltage to the chip! No power, no action. Go figure...
