Add +COPS? (report carrier name) to Arduino _FONA.cpp

If you'd like to query the active cellular operator name from Arduino_FONA.cpp,
Add this block (I put it just below the IMEI function), as well as adding the prototype in the .h file.

Now you can query the modem when it's registered, to see which carrier it is using.
Voila!
