Adding decoupling caps, etc to a QFP breakout

I'm thinking of buying an AT94K40, but I'd need to either make a board or use a breakout. It's a QFP208 package and I can put it on a breakout easily enough but that places the decoupling caps and the clock a good distance from the chip.

Is there a good method of mounting the supporting components to this breakout?

I was thinking of trying to mask the other pins and attach the components directly onto the package pins.

You could try 0805 or 0603 caps between the Vdd/GND pin pairs on the edges - alas the Vcc pins are not next to ground pins and will require some creative wiring.
