Advice for debugging a circuit?

Hello! I've attempted to implement this circuit, which ought to produce an output based on the level of bioelectrical activity in whatever its leads are touched to:

Unfortunately, it's not working - when I have the arduino print its analogread value for the pin I've connected, it produces a number that oscillates from 0 to 1023 and back regardless of what's touching the leads, or even whether or not it's connected to the 9v battery.

How should I go about trying to debug this?
