How can you not get 5V out if the chip is running and making D13 blink the LED? The uC is powered by 5V.
The Power LED is also powered from 5V.
Any signs of damaged traces?
Does the uC feel hot to the touch? That's usually a sign of a chip that's on the way out as well.
