Your question was far too specialized and contained no links to the equipment you wanted to use.
It was also very non specific, in other words you did not have a clear question. A vague "does anyone know ho to do this" is not going to get much response. It also sounded quite complex.
That question (like a lot of questions) had so much going on, it was hard to know where to start.
Okay, a relay controlled by an xBee module receiving signals from an xBee receiver attached to an Arduino that is polling information collected from a Web page.
There is a lot there. A specific question on how to get XBees up and running would likely get some answers. Maybe a specific question on how to get an Arduino to interface with a Web page (Python? I don't know, actually) would get some responses. But guidance on that thing all as one problem? Not bloody likely.

Can you use a relay with an arduino - yes of course ( I assume you wan't the arduino+ xbee to be the wireless bit).
Can you use an Xbee with the arduino
By the way a relay is the most expensive and worst way of controlling anything other that voltages/currents that no one here should play with. See transistors/mosfets.
