An error occurred while uploading the sketch avrdude: ser_open(): can't open device "\\.\COM4": The system cannot find the file specified

Using Arduino Avrdude, stk500, Bootloader issues

I wrote my code, plugged in my Arduino UNO R3, and uploaded it, but I got this error: "An error occurred while uploading the sketch
avrdude: ser_open(): can't open device "\.\COM4": The system cannot find the file specified."
Then, i checked device manager. While in device manager, I reinserted my UNO and the COM Port appeared, then quickly disappeared. It looks like it is not detecting an Arduino board. I go back to Arduino IDE and go to TOOLS, But the PORT option is greyed out.
Please Help!!!!!!
Computer OS: Windows 11
Arduino Board: ELEGOO UNO R3 (PURCHASED ON AMAZON.COM)
Arduino IDE Version: 1.8.19
PORT BEING USED: COM4
PLEASE HELP!!!

Shutdown your computer, power back on, plug in Arduino, retry.

Please disconnect everything from you Arduino and try again. This sounds like a power issue.

I reinserted everything, power is on for the arduino, but the LCD wont turn on
