An IR trip sensor that activates multiple lights around a room (the room will almost be completely dark)

Hi, I'm wanting a set up a IR trip sensor, this will include an IR receiver and an IR sensor. This setup needs to turn on multiple lights (around 10 lights spread out around the room), OR, the IR trips and makes the lights in the room start to do a wave pattern throughout it. I have the code for the sensor and receiver but I'm wondering if anyone has done a project that when the connection is cut it turns a light on.

Be very careful with your design. Early testing is required. Most lights will emit IR and destroy you carefully designed logic.

What's the difference between these?
You can trigger a sensor and then do your things, it doesn't matter if you turn on a light or something else. Obviously you need correct hardware to turn something on/off.
Explain little better what you want to accomplish.
