If I change my analog reference value will I get all 8bits across the new range? For example If I set the Vref to 2.5V will I get twice the resolution?

Still 10 bits, from 0 to 1.1V with internal bangdap on a 328P for example, or 2.5V if external, or 5V with the default setting.
Divide the voltage by 1023, that's your resolution.
