Android Web Server Serving Android/iOS Browser Client Over Bluetooth?

Is it possible to have a web server running on an Arduino, serving web pages over Bluetooth to a browser on an Android or iOS phone?

I have an application for which this would be a wonderful solution, but have no clue how to make it happen. I have a custom web server that will do the job. I already understand how to setup a Bluetooth connection using an HC-05 or similar. But that's where it ends. Do Android and iOS provide a means for making a Bluetooth connection appear as a virtual network connection? Any links to information about how to do that?

I would say no. Web server and client communicate via tcp/IP protocol while Bluetooth communicates via gatt protocol. And also as I remembered, a Bluetooth session doesn't stay connected for too long; you may have to connect many times.
