Any of Arduino Kits can be used to make regular PLC?

Hello All,
I am from the CNC machine services/Retrofitting field. We also do Automation projects with regular PLC & servo systems like siemens,schiender,omron,Mitshubishi,Delta, etc..

I am new to this Arduino products. Can anyone tell me, is any board from Arduino products will be used as normal PLC system, having features like - 24V DC digital inputs/outputs, Fast input/outputs with 24V DC, PWM outputs for servo motor drives to control servo motors, Analog inputs/outputs, to make user defined HMI screens, and so on?

Please reply, i am doing all this because, all customer wants cheaper system for automation today.
