Neither do we. What is a plasma rifle? If this is a real device, rather than an imaginary device. You begin with the physical device and build from there.

No.
This is a problem. People think weapons are for "scaring people" or feeling tough, but in fact their sole purpose is to load, point, fire and "hit." Nothing else. Waving a toy at someone with a real one will probably get you "hit."
Stop your dangerous self immediately.
Take weapons training. There is only one way to treat a weapon, and that is; know it is loaded and will be fired to "hit" something.
Before you finish training, you will understand.

I would assume a 'robber' is intent on serious harm.
Are they likely to be scared by a 'toy' gun ?
Seems very highly unlikely to me.
