Here is the setup
The oilpan (ArduPilotMega IMU Shield/OilPan Rev-H) is stacked on the APM (ArduPilot Mega - Arduino Mega compatible UAV Controller-09710)
The sketch uploads and compiles successfully via the Arduino IDE but nothing happens. ie,blinking LED
The blue ppm and red pwr light stay lit.

This is an interesting question. Usually the Arduino Mega has a led attached to pin 13, which should blink. But from a first glance, this led has been done away on the Ardu Pilot Mega - thus no blinking to see.
To make your first hello world program, you will have to make a little more effort. You need a led and a 1kOhm resistor and have to attach them on you own from a free port to a ground pin (both in series: output pin - led - resistor - ground pin), then change the program to set the use the correct pin (replace all 13 with whatever you use). You could use pin 10 (PB4) or pin 11 (PB5) instead, they seem to go directly to some connector and not used internally to connect to hardware on the board.
In any case, download the schematic of your Arduino pilot and check yourself what is free. You will need that later anyway and it's not very complicated, just finding where a pin name appears again at a connector is a bit of a search puzzle.
